Organized by the European Research Platform on Energy & Climate Law and the JPEC project of the PEPR Subsurface : a common good, in collaboration with the Department of Energy and Resources Law, Scandinavian Institute of Maritime Law, University of Oslo, Norway

The ambition behind the IECL Forum is to propose a forward-thinking analysis of international law and regulations to advance a fairer and more sustainable

transition. The Forum gathers scientists, policymakers, representatives from civil society and the public and private sector to discuss international energy law principles and identify best practices. It aims to foster cooperation among stakeholders and advance innovative legal research across jurisdictions.

For its second edition, the Forum will focus on the challenges related to the use of the underground for the energy transition. It will explore four main uses of the underground: geothermal energy, carbon capture and storage, nuclear waste storage and strategic rare minerals. Across the different thematic sessions, common questions will be discussed in relation to ownership, planning processes, permitting, benefit sharing system and long-term liability. Final conclusions will be drawn in terms of regulatory approach and need for coordination of the multiple uses of the underground for the purpose of the energy transition.
